You can also tether the puppy TO you so that it moves around as you do, but however you do it, puppies should not be left alone or allowed free reign of your house or yard. It very specifically explains how to schedule feeding times, playing times and elimination times. Puppies also need lots of socialization and experience with new things so that they don't grow into fearful adults, so actually tying a puppy up in the yard and leaving it all day is the exact opposite of what it needs. Yes, if you leave a pup tied up all day, every day it will definitely negatively impact the dog.
