New puppy owner

I am Kathy. I have recently adopted a 4 months old miniature dachshund and am having issues with his biting. It isn't your normal puppy nip, he actually has drawn blood a few times on my hands and arms. For whatever reason he fights me putting on his leash and then taking it off. Have tried bitter apple and lemon sprays, pepper sprays, water sprays, no no, quit, stop all from regular voice to highest octave. Nothing it getting this pups attention. I am at the end of my leash!
