The things that get to me are cars with loud radios booming outside my house, children kicking footballs against the shutters of the shop opposite my home, car alarms going off the list could go on and on!

But my neighborhood doesn\'t have excessive constant barking.. very rare. But when there is a dog that just won\'t stop, it\'s always the annoying little ones with the really high pitch bark. And the owners think it\'s "cute" and encourage it.. -_- I have no problem with the city fining them.. maybe they will be too broke to buy anymore annoying, yappy dogs.<!-' + '- google_ad_section_end -' + '-><!-' + '- AMS FIRST IN POST -' + '->\r\n

\r\n <!-' + '- google_ad_section_start -' + '->I had the situation a few years ago where the people in the road opposite to us were shutting their dog outside in the garden and going off to work. That poor dog barked on and off on and off from 8am till 6.30-7.00pm sometimes even later than this. I went round and told them the dog was very distressed, but they couldn\'t care less, they had bought the dog as a guard dog and as far as they were concerned it was staying out in the garden. So I reported them to the council and the RSPCA. Both organisations finally went round to them and asked them to keep the dog inside the house or surrender it, but they still left it out in the garden barking all day. This went on for months, despite further complaints from myself and others to both the council and the RSPCA, and more visits from them to the owners. Then one day it went quiet. I asked around to see what had happened and was so sad to learn that someone had thrown poisioned meat into the garden then broken into their garden and bashed the dog on the head and had virtually killed it, the poor dog was in such a bad way it had be put down.

\nI am in favour of some sort of fines be levied on owners that leave their dogs out all day like this. It\'s one thing if a dog is barking because it is mourning and the owner is trying to deal with the situation, it\'s quite another when owners don\'t give a toss about the dog and leave it out all day. It is another thing again where a dog is shut in a house all day and barking because it is bored, bored, bored.

\r\n <!-' + '- google_ad_section_start -' + '->It also makes me wonder what will become a crime next. I had a crying baby, a real screamer. If I\'d had him first he would have been an only child! He cried from 11pm until after 3am every night for over 3 years! My neighbour was very understanding and I had help from the doctor and the health visitor, but I am sure it was a real pain. If you start just imposing fines for the duration of noise from dogs without looking at the circumstance why not fine for crying children, fire alarms, car alarms, fighting cats etc, the list is endless!

\r\n <!-' + '- google_ad_section_start -' + '->Kernow, I have had fears like that before because it does seem as if we have too many controls on our freedom, eg. when they brought in the anti hunting law in England I wondered what next. I think it is reasonable to restrict freedom if our actions impose negatively on others, so I can see that legislation to control barking is necessary, but I am not sure that this is the best way of doing it.

I agree with you about laws being necessary but I think they need to deal with individual cases rather than if the dog barks for 10 minutes you get a fine. I just think it will catch the wrong dogs and the owners who really don\'t care will get away with it one way or another.

I told them by dog was blind and deaf practically, old, and griefing and probably didn\'t have long, but they just didn\'t care. There was no compassion from them at all. Today I was in the supermarket looking at the satsumas and the first little dog we had when we got married popped into my mind. He loved oranges, he would absolutely anything for a piece of orange. He was a real character.

I live in a small town in Northern CA and have been putting up with my neighbor\'s barking dogs for over 3 years. He leaves early Monday morning and doesn\'t return home until late Friday night. After many discussions (more like arguments), calls to police, etc, he finally got a bark collar, but if the collar slides to the side it doesn\'t work at all and we are left to hear it bark constantly for hours and it likes to bark right outside our bedroom window. After dozens of calls to police and talking to the chief of police (remember it\'s a small town) they FINALLY adopted a barking dog Ordinance with a formal complaint by TWO separate residences required before they can start fining. 1st offense after written complaint is filed is $150, then $250 for 2nd offense, then $500 for third AND they can take the the dog. Now don\'t think we hate dogs...we have two ourselves, and yes they do bark, but we are responsible dog owners. We used to leave our dogs outside when we left, but our other neighbor told me that she barked alot when we weren\'t home...so we did something about it and there were no more problems. It\'s the irresponsible dog owners like my a*****e neighbor who don\'t care that are the problem.<!-' + '- google_ad_section_end -' + '->\r\n

There is a "noise" ordinance and it was worded "from any source", but it didn\'t specfically say dogs, so there was nothing legally we could do except call the police every time the dog barked, but there was nothing they could do....until now with the ordinance.
\r\nOrrymain: We did talk to the neighbor on a number of occasions, but he is such a hothead that he told us verbatim, "you do what you gotta do", and that was pretty much it...so we did.
\r\nI do think this borders on animal cruelty, but the dogs are not emaciated so somehow they are getting fed. I almost wish they were undernourished so that they could be taken and treated the way they should be. I don\'t blame the dogs, I blame the owner. They bark out of boredom and not having any attention all week. He even mentioned to the police about getting the vocal cord surgery on the dog (which there is no way he will do that)...
